Riverside Research is seeking a Program Manager to work on-site at the Pentagon in support of AFNWC/NCN Global ASNT Inc 1.

Global ASNT is a part of the Minimum Essential Emergency Communications Network (MEECN) System. Global ASNT provides 24-hour, 7-day per week survivable, redundant communication links for Command and Control (C2) of the United States nuclear forces by the President through the National Military Command System (NMCS), with advice from the Secretary of Defense, Combatant Commanders and associated senior leadership. The Global ASNT System receives Emergency Action Messages (EAMs) and validates and disseminates them to strategic bomber, tanker and reconnaissance air crews. Global ASNT provides fixed and transportale systems. Fixed sites consist of Air Force Wing Command Posts, Nuclear Task Forces, and Munitions Support Squadrons (MUNSS). When conditions warrant, a subset of the fixed site personnel will deploy as Mobile Support Teams (MSTs) to alternate locations, equipped with a transportable version of the Global ASNT. Global ASNT is an Acquisition Category (ACAT) II program employing an incremental strategy to deliver the required capabilities to the warfighter. Increment 1 fields an extremely high frequency (EHF) communications capability using both Milstar and Advanced EHF (AEHF) satellites. Increment 2 fields ultra high frequency (UHF) and high frequency (HF) communications and an Aircrew Alerting System (AAS). Increment 3 fields a very low frequency/low frequency (VLF/LF) communications receive capability. These three increments will operate together to provide assured communications connectivity between the President and strategic force elements in stressed environments.

Job Responsibilities:
• Work proactively, with minimal supervision, and effectively communicate orally and in writing, providing quality acquisition and program documentation (briefings, documents, plans, etc.)
• Plan, research, analyze, and assess system acquisition in terms of development, production, and deployment of weapons systems and associated equipment as well as formulate plans and recommend effective strategies in meeting cost, schedule and performance objectives
• Support and develop acquisition reports, including statutory and regulatory reports (i.e. DAES, MAR, etc.)
• Support program management reviews, senior level meeting/reviews, and IMP/IMS reviews
• Support and develop various briefings/schedules of program status and acquisition tasks to senior management
• Other duties as assigned

Qualifications:
• Personnel supporting this requirement must have and maintain an active Top Secret security clearance
• At a minimum, candidate must have a Bachelor’s degree and at least 8 years of directly relevant years of experience in the respective technical/professional discipline being performed; equivalent experience may be considered for educations requirement if experience is directly related and relevant, and provides significant knowledge of customer processes and procedures.
• 5 years of experience in DoD
• Comprehensive knowledge of principles, policies, and practices of systems acquisition and program management, as well as knowledge of roles and relationships within the DoD and the Air Force
• Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition programs.
• Knowledge of support activities that assist the program manager in assessing what programs are within schedule and cost baselines, be able to recommend viable solutions to problems, and the pursuit of alternative courses of action

Desired
• Strong preference will be given to candidates with 10+ years of experience
• Advanced Degree (MA/MS) is strongly preferred
